Job Description

mPower is a woman-owned small business looking for an experienced High-Risk Training Safety Officer (HRTSO) to support the safe delivery of high-risk Expeditionary Combat Skills (ECS) training. This role ensures compliance with current safety standards, identifies and mitigates hazards, and supports continuous improvement of safety protocols and emergency procedures. The HRTSO will work closely with government and contractor personnel to evaluate training environments and implement risk reduction strategies.

Job Responsibilities:

  • Serve as a subject matter expert in training safety, coordinating across multiple training programs to ensure compliance with all applicable safety policies and procedures.
  • Advise leadership and instructional staff on safety management techniques to prevent mishaps and reduce risk during training evolutions.
  • Conduct comprehensive safety evaluations and site inspections; identify hazards, recommend corrective actions, and monitor implementation.
  • Collaborate with safety managers and industrial hygiene personnel to ensure workplace safety through regular surveys and hazard analysis.
  • Maintain and update safety programs and protocols using current technical publications and independent research.
  • Develop safety evaluation metrics and monitor safety program effectiveness using inspection reports and statistical analysis.
  • Investigate incidents and near-misses; compile reports, identify root causes, and recommend preventative measures.
  • Exercise stop-work authority in cases of imminent danger to personnel, property, or the environment.
  • Maintain and manage Emergency Action Plans (EAPs); plan, conduct, and report on drills for various training environments.
  • Evaluate and validate safety aspects of training ranges and facilities used in small arms and other high-risk training scenarios.
  • Maintain compliance documentation within Electronic Safety and Management Systems (ESAMS).
  • Review and revise Standard Operating Procedures (SOPs) for training range operations and ensure instructors follow current safety procedures.
  • Conduct risk assessments that consider environmental, physical, and psychological training factors and recommend mitigation strategies.
  • Train personnel on hazard recognition, mishap reporting, and safe conduct of operations.
  • Support development and implementation of new training safety initiatives and revisions to existing procedures.
  • Prepare formal reports, presentations, and safety briefings for leadership and operating officials.

Required Qualifications:

  • Bachelor’s degree in Industrial Engineering, Safety Management, or a related technical field. Note: Practical experience may be substituted at a rate of two years of experience for one year of education.
  • Minimum of 10 years of direct experience managing training and occupational safety programs in a military or high-risk training environment.
  • Strong understanding of training safety policy, risk mitigation strategies, and occupational safety standards.
  • Ability to evaluate, revise, and implement effective safety programs.
  • Strong communication skills, with the ability to deliver clear oral presentations and written reports.
  • Proficient in Microsoft Office Suite and general office software applications.
  • Advanced working knowledge of ESAMS (Enterprise Safety Applications Management System) and Risk Management Information (RMI) systems.
  • Strong analytical skills with the ability to identify trends, solve problems, and recommend data-driven safety improvements.
